Legalizing spawn killing and a purpose for Declare war verb

Ok,I'll get right to the point here.. If a person declares war on someone via Kage verb that person and their villagers SHOULD be able to kill the other kage/villagers in spawn. Why? Because it's a war.In any real war, you don't see the soldiers run into a house and NOT get shot or bombed. Of course there would need to be changes to the declare war system so it won't be abused. Making declare war similar to challenge system would fix that though. Having it so the Kage has to accept the challenge so the war can commence . So I know what you're all thinking "What if a person is afk and the kage accepts the war?" Well for one that's the kage problem, not a problem with the idea itself. And two the kage could always boot/ban from village and sent them to missing nin base. Also there would need to be some sort of cooldown for wars (Maybe once a day) that insures it won't be spammed and a timer for how long the war has to be. (9 or 10 minutes at the minimum).


Sidenote: Gaining something for winning a war would also be interesting. Such as if a village wins or another village gives up the losing village would give up a certain amount of yen.

Well, that definately seems like a reason for war, and something all the players can really get into!
